a. For the Caliptra FMC + RT subcomponent, the MCU sends it to the Caliptra core using the `CALIPTRA_FW_UPLOAD` mailbox command. When this command is executed, Caliptra core firmware is authorized and activated in one shot. The new core image is taken into effect after core reset.

Full Flash update, Caliptra FW component gets verified and activated at one-shot,

1. this will have issue of rolling back component 1 FW if verification fails for component 2-3..n
2. NVME Commit(AWR) will required separate activation trigger to activate the downloaded firmware, that too seems not feasible..

As we discussed during sync up meeting, this might need to be split in Verify & Activate rather than activate in one-shot.

Can you share the PR addressing this issue when ready for our reference, thanks in advance
