Add domain requests to organizations

Issue description

In #3110 , portfolios were created for Federal Executive Branch agencies, with their existing domains. We also need domain requests for FEB agencies to be added to the portfolio for the relevant agency.

EDIT: This was added after work was started. We decided in the 1/6 org model meeting (summary here) that we should no longer have unused portfolios on stable. As a result, this means we should not generate domain requests for all FEB at once. However, we still found issues with the domain request portion of the portfolio script that need to be addressed. This ticket should still be completed with the goal of ensuring we can add domain requests to orgs (via a script) with no problems arrising.

Acceptance criteria

• Test existing script to associate domain requests with their portfolio #3234
• Run portfolio-domain request script on Staging #3236
• Run script on Stable #3235
