Connection Spoke not activated on new sites, compare:

The 2nd url points to a site that has the Connections Options admin page. The 1st url points to a site that does NOT have the admin page activated.

Both sites do have the Connection Information Widget, which is part of the Connections Spoke plugin...

The "Connection Options" admin page is activated on the profile site if the "Update & Synch" button is clicked for the connection post on the Connections site
