This PR adds two changes:

  • The documentation style is updated to "sphinx_book_theme". Also, the README is now a markdown file which can be easily integrated into the rst-based sphinx docs.
  • The project packaging is updated to use a pyproject.toml rather than then soon deprecated setup.py.
