Add an entry for Kube State Metrics #1471

SIG Instrumentation needs more hands upstream, and we hope an LFX mentorship will eventually help us convert interested mentee(s) into long-term contributors. The project itself is pretty straight-forward, with previously undertaken efforts serving as blueprints, the patches on top of which the effort will resume, so the overall workload doesn't come off as daunting. Thanks for this @rexagod,
Since this is a proposal for a Kubernetes sub-project, I think we'll need a sig-contribex lead's approval as well. Usually we'd require a project maintainer's approval, but things are a touch different with K8s projects and sub-projects.
Also, please note that we usually request there be at least 2 mentors per program. Is there another community member who could help mentor this?
@kaslin, @mfahlandt, or @palnabarun, if one of you could take a look and give a 👍 I'd appreciate it.
