Pull Request Overview
This PR updates the project onboarding documentation to clarify and improve the instructions for license scanning service integration (FOSSA and Snyk). The changes emphasize that CNCF provides pre-configured service instances and streamlines the onboarding workflow.
Key Changes:
- Updated terminology from "Third Party License Policy" to "Allowlist License Policy" for consistency
- Clarified that CNCF provides dedicated FOSSA and Snyk instances with pre-configured compliance checks
- Added explicit instructions for maintainers to indicate their preferred license scanning service via issue labels
💡 Add Copilot custom instructions for smarter, more guided reviews. Learn how to get started.

@krook I will re-review these changes tomorrow. Won't merge until I have done that and you have had a chance to take a look, if I have any doubts about the new sign-posting. |

I added a label issue comment command to maintainer-d so that maintainers can add Updating text to reflect that now. |
