Fix Ruby readline-dev issue

Note

Updates the Ruby 3.3 Dockerfile to use alpine3.23 and upgrades readline-dev to 8.3.

• Docker:
  • Update dockerfiles/ruby-3.3.Dockerfile:
    • Base image: ruby:3.3-alpine -> ruby:3.3-alpine3.23.
    • apk deps: bump readline-dev from ~=8.2 to ~=8.3.
