Tools: error with tools/op.sh setup on Ubuntu 24.04 #37063

On the latest commit on master with #37052, I'm seeing an error when running tools/op.sh setup. I already ran sudo apt-get update && sudo apt-get upgrade before running tools/op.sh setup:
