This update makes the newer upstream deps (*.227.1) usable in Orca. This is mostly necessary so that a downstream project (componentize-js's spidermonkey-embedding-splicer, leading up to jco's js-component-bindgen) can also update dependencies.

Sorry for the delay, just triggered a release! Should be available soon!
