tracy: Update to version 0.13.1

Summary

Changes to recipe: tracy/0.13.1

Motivation

Tracy had two small releases since the last release here. Although there didn't seem much changes having influence on the client code (the part we build providing the app instrumention) and focus more on the profiler UI, to keep both in sync seems best and the UI was getting lots of changes.

The options added to reflect the cmake config options had been found by @gav2xlin and had been added before 0.12.2 so they don't appear in the changes there.

Thanks to @gav2xlin who in parallel had started #28995 and closed it in the meantime. I would have missed the new cmake options as I only checked the diff between 0.12.2 and 0.13(.1) and they had been added before 0.12.2.
