Trigger the GC job only if gc-policy.yaml exists, which currently applies
only to FCOS.
Refactor load_gc function to streamline file path handling
and improve error handling, while updating the GC job trigger
to check gc_policy_data for better clarity and robustness.
Adjust the cron schedule trigger to start at 2am UTC every day to
run this job at off-peak times. Also, run the scheduled builds
serially by waiting for each build to finish before starting the
next one.
If a scheduled build fails, the build-mechanical job will fail.
Instead of the try/catch block to solve this, use `propagate: false`
 instead to build each scheduled stream regardless of the build result.

follow-on to: coreos#1076
 - Add a trigger for the Cosa build to execute
at least twice a week (Mondays and Wednesdays);
 - This ensures regular builds even if no PRs,
maintaining build continuity during periods of inactivity.

The command to view the current value of quota level is added and have
also updated the text template.

Also, added the information on creating the DPP ticket in case of RHCOS
related requests.
