Summary
This PR is intended to be a complete migration of the codebase from older deprecated libraries to newer versions.
There were many issues with building, testing, etc due to the critical errors that came with the old libraries.
Test Plan
Manual testing was done. Server works fine, installs all packages correctly and runs tests passing.
