Dnsmasq reads the system's config file if it exists. This may prevent dnsmasq to start, or break it otherwise. Providing an empty file ensures that only the command line options are used.

Thanks for your contribution. Good catch on this.

I think to avoid cutter in the top level directory I would prefer keeping the empty conf inside the script directory, or better yet, do you think we could use /dev/null and avoid having an extra file altogether?
