The Perl ecosystem might be good at managing dependencies, we are not:

requires "Cucumber::Messages", ">= 22.0.0, < 23.0.0";

Excluding the cpan file altogether will also mean that the version of messages is not automatically upgraded anymore.

Would it be possible to exclude all other dependencies but those from Cucumber? And if so, can that be done in the https://github.com/cucumber/renovate-config instead? That will catch all projects.

This has been dealt with at the global cucumber org renovate config. I'll open a separate PR for upgrading the Cucumber Messages dependency.
