feat: expose dak.enforce_type in the public API and add tests for it

This PR exposes dak.enforce_type in the public API and adds testing for it
It waits for scikit-hep/awkward#3764 to be in a release and needs an awkward version pin update once that happens.
Currently installs awkward from github HEAD just to test in CI (will be removed).
Conda tests will naturally fail as they don't install awkward from HEAD.
