This PR makes the documentation about local_backend a bit clearer.

Originally I was concerned that I would have to do additional work to make sure local_backend wouldn't run in production. Thankfully, that's been considered and I found the source code that prevents that from happening! I'd like to make this a bit clearer for users in the documentation.

There might be a better way to say or format this than what I came up with, but I think what I came up with is much better than not mentioning this behavior. Progress over perfection :)
