Update Validate Volume Capabilities to conform to CSI 1.6 Spec

Description

This PR addresses the following CSI Spec test scenarios for Validate Volume Capabilities:

• Controller Service ValidateVolumeCapabilities method should return appropriate values (no optional values added)
