Now that we're using astro-config (#568) and astro-orbit (#569), we don't need to use pnpm workspaces anymore and can simplify the repository structure.
Summary of changes:
packages/delta-siteup to the top-level package, merging a few files in the process (.gitignore, README.md, package.json, etc).
