End-to-end tests on Ubuntu

Only run in Linux, b/c I don't have a Windows machine for easy development there and starting the Docker daemon is tricky on MacOS runners:

There's something wrong with the "sync" tests on MacOS runners; the "skip" logic in this PR should be investigated as part of fixing #41.
