Description of Change
Spec for MAUI Dev Tools Client is a unified local tool and service API that detects, installs, repairs, and automates all native dependencies required for .NET MAUI development. It exposes device and simulator helpers that human users, IDEs, and AI agents can invoke safely and consistently.
