Fixes two regression introduced by the msft-kata version bump to 3.15.0.aks0.

  1. Incorrect backport (or forwardport?) of the change that allowed --config-file to contain multiple YAML docs.
  2. Lost backport (?) of the change that allowed automatic env vars for services with digits in them.
