Introduce HasSelector method on local logger

What does this PR do?

This PR will allow local loggers to access a list of selectors enabled at debug level.

Why is it important?

This is required so that we can use conditionals based on enabled selectors in beats codebase.

For Ref here. We need to know if a certain selector is enabled and allow new readers based on this.
