[Agent Builder] Support Dashboard tool result rendering

Summary

Resolves #245059

This PR:

• Adds support for dashboard tools results rendering (creating and updating dashboards).
  The renderer is currently tailored specifically to dashboard results, but the design feels quite generic, and I believe it could be reused for other result types.
• Extracts the createTagParser factory and the findToolResult function.
