During early development the `soft_fail` configuration option was used in an abundance of caution avoiding breaking the DRA pipeline. The observabilitySRE publishing has stabilized and now we want the visibililty of a failed pipeline when there are issues. This commit removes the `soft_fail` from the pipeline configuration to surface failures.
