What
Support bump the
updatecliusing the.tool-versionsapproach, part of updatecli/updatecli#2265I also changed the makefile to add the manifest show.

We can then update the version easily
Further details
Eventually, updatecli/updatecli#2274 might be the way to go but meanwhile, let's use the tool-versions approach
