Update and modernize a bunch of things:

  1. Add support for cgroups V2 and still support V1.
  2. Update To MacOS 15
  3. Update distros to last two releases for all Linux distros
  4. Disable fail-fast
  5. Update CI packages
  6. Publish new docker build containers for all distros
