This pull request aims to introduce a navigation pane on the generated ICD in HTLM format. With this feature, the ICD document body can be scrolled while the navigation pane remains fixed on the left had side. It provides links to ICD sections describing ASN.1 modules.
This feature is useful because as the generated ICD document is quite verbose, it is easy to get lost while navigating into it. The navigation page introduces an always visible overview of the documents sections with links to each of them.
