Given the recent discussion around EIP-7732 for Glamsterdam, I believe there's value to offer as an option EIP-7732 but without the trustless payment. To make the discussion simpler I think there should be two new EIPs:
Then participants in the Glamsterdam discussion can clearly state if they want EIPXXXX or EIPXXXX + EIPYYYY / EIP7732.
This PR explores how EIPXXXX would look like. If anyone has a design for it already or further simplifications, please let me know
