Nice catch! Yes, we want to use basis points. This PR will change a lot once we actually try to merge FOCIL onto Gloas. Let's see how things go :)

This PR demonstrates how FOCIL can rebase onto ePBS. The main idea behind these changes are based on this article. Attesters check the IL inclusivity but it's because of simplicity and doesn't mean any preferences.
