FEAT: Adding spacyrerank package to universe.json

Description

• Rerank phrases and texts based on query by leveraging spacy and hugging-face models.
• Currently only using tiny-bert from hf models.

To-do

• Downloading and Loading models using huggingface hub
• Custom models loading.
