Fix paths for the manager extension

Allow package and manifest JSON in different folders

Before this change, package.json and
manifest.json needed to be in the same
folder level, which is not the case for
many projects. This commit allows differernt
paths by checking the package.json from
the current working directory instead of
the project's manifest dirname
