The goal of this PR is to provide iOS and Android prebuilt binaries. These are the ones we use in React Native WebGPU.
For iOS, we apply a tiny patch to build a static lib file instead of a dynamic lib file because React Native still uses CocoaPods and we need to have a fat lib file with all architectures inside.
