This PR adds a cleaned gds_to_svg converter, along with a script that converts all
.gdsfiles inlibraries/and provided.techfile (I used https://github.com/RTimothyEdwards/open_pdks/blob/master/sky130/magic/sky130.tech for testing the scripts).
