This PR is long awaited one for the documentation update for generating calibration configuration files used in PyCBC Inference. It describes, with examples, how user can generate calibration configuration files from the calibration uncertainty files provided by LVK data release.

Hi @ahnitz It is still WIP. I plan to finish it in next couple of days.
