Save draft modal no longer appears after transaction has been created

Description:
Fixed an issue where the “Save as draft” dialog was shown when switching organizations outside of the Create Transaction screen. This was resolved by introducing a persisted variable to track which screen the user is currently on.

Related to #2091 - The suggested fix did not fully resolve the issue. It did appear to reduce the occurrence of the issue to the point that it appears to require a very specific set of steps that I have not yet been able to discover. But I've seen the popup still, when going from org to org.
