chore: 🤖 update electron to avoid potential macos tahoe issue

Electron has an issue being reported with latest macos tahoe:
electron/electron#48311

This has been fixed in:
38.2.0
37.6.0
36.9.2

We are currently on 38.0.0 so this commit bumps electron to 38.2.0
