Major Release: Version bump to reflect esm functional telemetry support.

ESM Functional Telemetry Support
ESM will expose metrics such as leadership status, check counts, monitored nodes/services and healthy esm instances. These metrics will be available via configurable sinks (e.g., Prometheus, StatsD), enabling improved observability, alerting, and operational insights for ESM deployments.
