The IPL Education team is in the process of proposing a more intuitive Terraform docs organization. This PR includes an initial proposal to convert the "Terraform language" docs into the "Write configuration" docs. This adopts a more user-centric perspective and captures all the docs relevant to writing Terraform, organizing things into content types (dedicated reference section), and moving conceptual information not related to writing Terraform configuration to the newly created
/conceptssection in the/intropage.This is an active experiment -- please do not review or merge.
