Basically, we only have three unique types of schedule steps, so centralize them to make it easier to do egraph stuff. Longer term, I'd like to 1) make egglog work the same way, maybe even same interface; 2) try removing iter-limit and simple-scheduler, I don't think these do anything for lifting/lowering; 3) also stop counting exit conditions for these steps, just do it for the rewrite step.
