This PR allows to specify foreign keys during table creation, both as an own
table elementor as a column constraint.The grammar conforms to Postgres (https://www.postgresql.org/docs/17/sql-createtable.html#SQL-CREATETABLE-PARMS-REFERENCES) and the SQL standard.
