Don't merge: Pages redirect

Pull Request Checklist for MontePy

Description

This is part of the final switch to RTD. This is creating permanent redirect pages on github pages to the new RTD site. This is necessary because older packages' metadata pointed at idaholab.github.io/MontePy . These pages shouldn't be needed as the custom domain is set for pages still, which causes an auto-redirect. These pages are a last resort redirect. The goal is to lock this branch down and change pages over to being a branch based system.
