When an RFC/markdown has a link
hrefto (eg)/rfc/rfc9000we show a tooltip preview of RFC content, but when thehrefwas prodhttps://www.rfc-editor.org/rfc/rfc9000then a preview wasn't shown. This PR fixes the parsing ofhrefto allow RFC Preview Links for these too, because RFCs have many links to these.
