- add safelisted test gateway URLs that bypass validation - test invalid input first (red border) then valid (green border) - remove explicit timeouts, use UI state-based waits instead - fix flaky grid view folder navigation test - increase CI test retries from 2 to 3

E2E tests were very flaky. This should stabilize them so its not necessary to re-run every PR.
