For compatibility and to reduce the burden when the implementation originally switched from Maven to Artifactory API, we're still supporting the local Maven repo for artifacts locations as a fallback.
This migrates used artifacts from there to the cache directory by creating hardlinks (rather than re-downloading).
Untested.
