Capture current program that creates OBCs for NWA25.
- Add flooding note to README.md - Add CONDA.md for expanded conda discussion - Improve coords property - Ensure nxp and nyp dims show up as locations - Ensure lat and lon show up as coordinates - Just need to access angle now for rotate operations - Conversion of _to_dataset() sometimes needs a name referene - Add write_glorys_boundary* examples - Add validate_OBC.py to validate newly produced OBCs with theoretical answers for OBCs

Improvements to
boundary.pyso it is compatible between esmf/esmpy 8.2.0 and 8.4.0 and xesmf 0.3.0 and 0.7.0. Please test before merging into main. This also needs a tweak to xesmf 0.7.0 to allow weight files to be created. See: PR pangeo-data/xESMF#234
