This upgrades a few CI-related installation bits and tests to work with recent versions of components.

Remove Python 3.6 from CI test matrixes, since this is a really old version
Add Python 3.11 and 3.12
Update actions/setup-python to v4
pyspharm needs FFLAGS="-fallow-argument-mismatch" for recent gfortran versions
Update test baseline images to new outputs (not sure which package upgrade did these)
Fix path in MANIFEST.in for eccodes share directory
Use pip install ... rather than python setup.py install
