closes #8 (it would be nice if dependabot worked instead, but it doesn't)

oops, I meant to land #7 before this one because now we've published tags 5, 5.2, 5.2.1 from this repo. But it looks like it worked!

TIL: https://quay.io/repository/jupyterhub/jupyterhub?tab=history lets you roll back tags to a previous build if you want, so I did that for the 5.2 tags
