WIP: Use Tilt.dev for local development env

What this PR does / why we need it:
tilt can be helpful to track changes and automatically rebuild the dev env when new changes are added to the go files.
It can also be used during CI to do an e2e testing automation for the trainer and running some jobs to make sure everything is working as expected.
