add flags for using FQDN for host, appending port for all requests, and timeout config

What this PR does / why we need it:
This PR adds 2 flags:

1. To override host : Some implementation has different requirements for host like having FQDN. This flag allows to override the host to a specific value.
2. To add timeout config: To override the default timeout config values similar to the one provided by conformanceoptions.

I'm waiting for a github.com member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
