What this PR does / why we need it:

Updates release-1.29 branch to build with go 1.23

Requires kubernetes/release#3929 and promotion before this will pass CI

xref kubernetes/release#3650

Does this PR introduce a user-facing change?

Kubernetes 1.29 is now built with go 1.23
